Not usually.
Normal pumps are designed to give high Water flow at lower pressures, booster pumps are designed to deliver higher pressures at a lower flow rate.
A normal pump will start to cavitate and overheat if not enough water is allowed to pass through it.
It depends on what you want to do, and what pumps you are talking about.
