Does anyone know anything about releasing native snakes onto my property?

Since I moved into the house, there has always been eastern garter, black rat, corn, ringneck, and northern Water snakes, but this year they are all gone (there may be ringneck, but you can never see them.) I want to reestablish the populations. My property is a good Habitat, with many hiding places, ample food supply, and a creek not too far away, but the thing is there are no snakes around to find it. I live not too far from a national forest (I live in North Carolina), and wonder if it's legal to transport snakes to my property and/or if it will bring success (like if the snakes would just leave to find their original territory again.) Any help is appreciated.

Usually collecting/trapping snakes is covered by your state's fishing/hunting laws.

**but note you will also need a collecting license**

Added thoughts:
You might want to add habitat that you think would be attractive to snakes: rock piles, hollow logs, etc.
