help with turtle heaters?

ok well i recently got 2 Water turtles. I know i have to keep the water warm. I have had 3 heaters since i got them, and after a day i feel the water and its freezing! I have a cheap one from tetra, and a really nice one that is a Visi-Therm Stealth heater. But it seems like none of them are working. I have no clue what im doing wrong if any? I dont want my turtles to die from the cold water? Also i have the heaters plugged up to a plug that seperates 2 to 6 plugs. Could this be the reason? im wondering if its not getting enough power?

Anything will help

1- check the temps with a thermometer - a digital one (available in fish and aquatics sections is going to be more accurate than the strips that stick on the glass. In keeping turtles it is important to know exactly what the temps of the water and the basking area are. Water always feels cooler than air of the same temperature.
2 - the Visi-therm is a good heater - check the temp setting on the heater for adjustment - directions included show how to do this, sometimes they get turned down accidentally - the other thing is to make sure that the heater is rated correctly for the number of gallons of water in the tank.

As to the power source, if you are unsure if you are getting a draw try plugging in a lamp - if the bulb goes on you know it's drawing power. Do be sure to monitor the electrical - turtle tanks need so many appliances, it is possible to cause an electrical fire, safety info and max outlet info should also be listed on your equipment.
